Ambassador Paul Cambon pressed British Foreign Secretary Sir Edward Grey for the mutual military consultation provided for in their 1912 agreement if peace were threatened, but Grey refused. London promised only to honour its pledge to defend the French coasts against German naval assault. Grey was largely powerless; the cabinet was bitterly divided. Even his assurance that Britain would honour its limited commitment to France brought the resignation of one cabinet member. Germany’s invasion of Belgium dramatically changed everything.
30 The German attack on Belgium brought Britain into the war. On 29 July Germany had made a plea for British neutrality by promising not to take territory from France in Europe and to respect the neutrality of the Netherlands if Belgium did not take sides against Germany.
