As a direct consequence of this an aircraft assembly plant was built in Urumchi in Western China. This plant was included in the list of Soviet defence plants as zavod 600. Aircraft built in the Soviet Union were first dismembered and taken by lorry to the new factory where they were re-assembled. In addition to assembly work the factory manu- factured 1-16 components. By mid-1941 143 examples of 1-16 variants were in store there and it was decided before the German invasion to fly them to the USSR.
The TsKB-29 and 1-16SPB (skorosnoy pikeeruyushchiy bombardirovshchik, Fast Dive-Bomber) was a development of the 1-16 tip 5. A prototype with pneumatically operated undercarriage and dive brakes, the latter replacing the inboard sections of the ailerons, was tested in May 1936. The wings were strengthened and fitted with bomb racks intended to carry two 250 kg (552 Ib) bombs. Prelim inary tests were carried out with 100 kg (220 Ib) bombs but the increased weight prevented unassisted take-off with heavier bombs.
